As the name dictates, it’s quite uncomplicated.
In a saucepan over medium-high heat, add equal parts by volume water and sugar (example: 1 cup sugar to 1 cup water).
Simmer until the sugar has fully dissolved and the liquid has become clear.
Avoid bringing it to a boil. Let cool at room temperature.
Keep in an airtight container, preferably glass. Refrigerate. Discard after 2 weeks.
